The Township of Huron-Kinloss will be starting construction on the following roads:
- Wheeler St. from Stauffer St. to Havelock St.
- Outram St. from Wheeler St. to Hamilton St.
- Wheeler St. Bridge between Inglis St. and Stauffer St
The project has been awarded to Lavis Construction Co. Limited. Construction is expected to start in June 2024 and be completed by October 2024, weather depending.
The Wheeler St. portion of the project will include a new watermain and services, new storm sewers and catch basins, asphalt pavement and concrete curb and gutters from Inglis St. to Havelock St. New sidewalks will also be installed on the south side of Wheeler St. from Havelock St. to Stauffer St. The existing sidewalk on the north side of Wheeler St. will be removed.
The Outram St. portion of the project will include new storm sewers, asphalt pavement, concrete curb and gutter and a sidewalk on the east side from Wheeler St. to Hamilton St. It is also our intent to winter maintain the new sidewalk in this section of Outram St. Map below.

Wheeler and Outram will be paved this week. Landscaping the boulevards will follow.
Week of Nov 4-Nov 8
Sidewalks to be finished. Paving may happen as early as Friday or next week. - Sidewalks and road grading completed.

Sidewalks to be poured. Road grading & compaction to be completed. - Started not completed.
Note: residents will not have access to their driveways for several days after curb & sidewalk poured.

Curbs tentatively scheduled for Monday. Sidewalk prep and pouring to follow. Curbs & prep-complete

Preparation of curbs was completed. Hurontel vault moved to accommodate sidewalk.

Curb crew unable to come this week. Sidewalk to follow curb installation. All work on pause.
Week of Sept 30-Oct 4
Road base preparation for Outram continues. Curb layout scheduled. May start excavation for sidewalk on Wheeler between Inglis & Stauffer. - Road base complete, curb layout started.
Week of Sept 23-27
Storm sewer installation on Outram to be completed. Road base preparation to start on Outram. - Completed. PDC service installations also completed on Outram.
Week of Sept 16-20
Road base preparation on Wheeler St to continue. Asphalt and concrete to be removed on Outram. Storm sewer installation on Outram to begin. Bridge deck waterproofing scheduled for Tuesday and bridge paving on Friday. - Completed

PDC's to be completed. Preparation for Wheeler St road base to begin. Bridge deck waterproofing to be done pending paving schedule. - PDC's complete, road base prep started, bridge deck waterproofing not started this week.
Week of September 3-6, 2024
Most storm sewer installation and PDC's on Wheeler St has been completed. Water service switch overs to new main was completed between Outram and Havelock. Wheeler St bridge railing has been reinstalled and concrete work completed. - Completed

Bridge repairs continue. Storm sewers and PDC installation to continue on Wheeler St. Disinfection of watermain to be done between Outram and Havelock. - Completed
Week of August 19-23, 2024
Bridge repairs continue. Storm sewer installation continues. Watermain tie ins and service switch overs on Wheeler between Inglis & Outram. This may result in temporary water interruptions. - Completed
Week of August 12-August 16, 2024
Disinfection of new watermains on Wheeler from Inglis to Outram. Water services installed between Outram & Havelock. Construction to begin on Wheeler Street bridge which will completely close the road. Storm sewer and gas line elevations to be tested. Storm sewer installed from outlet to approx Inglis. - Completed.
Week of August 6-August 9, 2024
New watermains will be installed and begin testing. Tree removals scheduled for Tuesday and Wednesday. - Completed.
Week of July 29-August 2, 2024
Temporary watermain systems will be placed and connected and tested. Existing watermains will be capped. - Completed.

Construction begins. Asphalt and concrete will be removed in the Wheeler and Outram St sections. - Completed.
